Financial Solutions for Renewable Energy Technologies

The SRF is a credit facility established by MIME to stimulate demand for the utilization of renewable energy technologies in the rural areas, especially for communities living in off-grid areas, but also to urban clients. The SRF is an element of the Off-Grid Energisation Master Plan for Namibia (OGEMP) whose objective is to provide access to appropriate energy technologies to rural areas.

Photovoltaic Pumping System

Loan Application Process

Submission of Application Form

  • Recent certified copy of ID
  • Latest stamped pay slip or proof of income
  • 6 months bank statement (Individuals)
  • Founding Statements and Financial Statements (Business)
  • Proof of land ownership

Loan Application Outcome

Application is assessed, and if successful, clients will be notified in writing, telephonically, or via an Energy Service Provider to proceed with deposit payment and proof submission to MIME.

System Installation

The client should sign the installation report to confirm satisfaction with the system and installation. An inspection by the Ministry will verify installation within 12 months.

Repayment and Loan Defaulting

Loans must be repaid monthly via debit order or payroll deduction. A 5% interest is charged on overdue amounts, and the remaining balance after five years is due immediately.

Insurance

Insurance covers “Acts of God” (e.g., lightning, flood) with a 15% excess fee on claims. Theft is not covered, and failure to repay the loan terminates insurance benefits. Claim forms must be submitted within two months with a quotation and police statement.

Additional Notes

  • In case of death, the remaining balance is waived, and the system is transferred to the deceased's family.
  • A cancellation fee of 15% of the deposit is charged for loan cancellation.
  • After-sales service and warranty are provided by Energy Service Providers, not the Ministry.

In case of death, the remaining balance of the loan is written off, and the system becomes property of the deceased’s family, provided that a certified death certificate is submitted to the Ministry.

Clients will be charged a cancellation fee of 15% of the total deposit received upon cancellation. The Ministry may cancel the application if the client fails to pay the full deposit on time or delays installation.

The Service Provider is required to provide a guarantee or warranty for the materials. SRF does not offer any guarantee or warranty on the solar system.

There is limited maintenance of solar systems after installation. After-sales service and warranty will be provided by the Energy Service Provider. The Ministry is not liable for system malfunctions.
